Course Description:

This course is designed to provide students with information on the various aspects involved in program planning and the tools used for evaluating the program. Students will gain experience in developing their own programs and in using various evaluation processes.

Upon completion of this course, the student will:

  2. Examine the applicable licensing requirements and legal issues affecting early childhood programs.
    1. Summarize the components of Delacare Requirements for Family Day Care Homes and Delacare Requirements for Child Care Facilities.
    2. Discuss legal issues relating to early childhood programs.
  3. Describe program director’s responsibilities in relation to assessing self, staff, and program.
    1. Develop self-assessment tools for center directors and other staff positions.
    2. Develop assessment tools for evaluating an early childhood program.
  4. Identify sources and opportunities for funding child care programs.
    1. Research internet for relevant funding sources.
    2. Examine samples of requests for proposal (RFP) for child care funding.
  5. List important factors which influence the quality, availability and cost of child care services.
    1. Identify components of quality child care.
    2. Develop a community needs assessment for an early childhood program.
  6. Identify and assess the current needs of a specific children’s child care program or target population.
    1. Develop a parent survey for a children’s program.
    2. Review a current program using National Association for the Education of Young Children (NAEYC) Accreditation Guidelines.
  7. Compose goals and measurable objectives intended to address the current needs of a program or target population for the purpose of evaluation.
    1. Write goals and objectives for a specific program proposal.
    2. Describe how goals and objectives are used to evaluate programs.
  8. Estimate, using standard budget procedures, the start-up and annual cost of major program expenses.
    1. Develop a budget for a specific program proposal.
  9. Write specifications for staffing, facilities, and equipment.
    1. Develop job description for all staff in a specified program.
    2. Plan an indoor and outdoor floor plan for a specified program.
    3. List equipment used for specialized purposes.
Evaluation Criteria/Policies:

Students must demonstrate proficiency on all CCPOs at a minimal 75 percent level to successfully complete the course. The grade will be determined using the Delaware Tech grading system:

92 100 = A
83 91 = B
75 82 = C
0 74 = F
